Assemblies with or without elevators must generally be registered 48 hours prior to their public announcement.
The police then have a duty to facilitate and possibly even protect assemblies, processions and demonstrations of any group as an expression of the constitutionally guaranteed freedom of assembly and freedom of expression.
In doing so, the police must maintain neutrality and must not make a political assessment of the topics of the demonstration.
The police do not authorize an assembly or demonstration, but only confirm it.
However, in certain cases, the event can be made subject to certain conditions or even banned altogether if there is a concrete threat to public safety or order based on comprehensible forecasts.
